Model adoption or model adaption?

Following the session "Early Intervention Service Delivery Models- Who is doing What and What Does it Mean?" presented at the OSEP National Meeting in December, there was a lively discussion about the words used to described service delivery. Are terms such as trans- disciplinary, or primary service provider or coaching really "Models" that states adopt? Or do these terms represent some constructs or ideas that states adapt to fit their particular organizational structures in order to improve their services? While many states have chosen a "word" or several words that best describe their approach or organization of services, the actual "how they implement or do" looks different from state to state or even within the state.

Words used in the presentation and the number of states who chose a term were found is state's APR descriptions or from a NECTAC email survey where states were asked if they had a service delivery model. The entire presentation can be view under "documents" on this site.
1. Does your state say they have a "model of service delivery" or do they use a word or two to describe what they do?
2. Is the model or term clearly defined and understood by all providers, parents, and built into IHE teacher preparation?
3. Is it consistent across the state?
