This report represents the second survey conducted by the ITCA. The survey was
distributed to ITCA members in the Spring of 2012. Fortyânine states and jurisdictions
(hereafter referred to as âstatesâ) completed the survey. As with all ITCA surveys, the data
are reported by frequency as well as by type of Lead Agency and state eligibility criteria.
For this report the data was also analyzed by the Pak 7 states (the seven most populous
